| MDEC-004/2026-OT | CALL FOR PARTNERSHIP (CFP) FOR NATIONAL AI COMPUTE EXCHANGE FOR MALAYSIA DIGITAL ECONOMY CORPORATION (MDEC) | Through this Call for Partnership, MDEC seeks to appoint a partner to establish and operationalise NACX and to deliver its intended national outcomes. The core objectives are: Deliver measurable AI adoption and national value — drive the adoption and commercialisation of AI across priority sectors of the economy, converting access to compute, models and services into real, measurable economic and national outcomes, rather than compute capacity or platform deployment alone. Aggregate demand and generate utilisation — actively stimulate, aggregate and channel demand from across government, industry, enterprises, SMEs, startups and the research community, so as to create the scale required to secure competitive supply and sustain the exchange. Establish and operate the NACX platform — design, build, operate and maintain a neutral, cloud-native exchange and orchestration layer that connects supply and demand across multiple providers, on an open, interoperable and vendor-neutral basis. Establish a sustainable, self-funding commercial model — implement a long-term commercial and revenue-share model that mobilises private investment, reduce reliance on direct government funding, and sustains the platform through the value it creates.
